Shall Article V, Sections 3 and 6, of the Charter of the City of Glendale be amended to provide for one additional week for canvassing returns, thereby allowing sufficient time for complete and accurate counting of all ballots?

Currently, the Charter requires that general municipal elections be held on the first Tuesday in April of each odd-numbered year. It further requires that the returns of an election be canvassed at the first regular meeting following the election, which by ordinance is set for the second Monday of April after the election. Finally, the Charter provides that the terms of elective officers commence on the second Monday of April following the day of election. This amendment proposes to extend the time for canvassing returns by an additional week. It further proposes to eliminate ambiguity with regard to when the term of the elective offi ce begins.

Arguments For Measure CharterAmendment-03
Adoption of this amendment will allow for additional time to canvas the returns. Given the increase in the number of individuals voting, either in person or absentee, the additional week for canvassing returns will ensure more accuracy. The amendment further proposes to remove archaic and ambiguous language as to the date the term of office goes into effect.
