Protect Whistleblowers Who Identify Corrupt Government Officials
  • Wrote AB 1916 to prohibit retaliation against people who report inappropriate governmental activity. Imposes fines and jail sentences for corrupt public managers who waste tax dollars or public resources

Consolidated Courts to Save Millions and Speed Trials
  • Authored legislation to consolidate California's court system, speed trials and save millions of tax dollars

Make Prisoners Work
  • AB 1413 helped put inmates to work and reduce the tax burden on the state. For each inmate who works, the state saved $5,000 in incarceration costs

Government Audits
  • The Office of Management and Budget used Larry Stirling's format as a national model for how to conduct audits

Making Government Think like a Business
  • Founded the San Diego Data Processing Corporation, which put the City of San Diego decades ahead of any other public agency in information technology. The corporation funds itself by finding ways to cut costs in other government agencies

Reducing Duplicative Services
  • Wrote AB 27232 to alleviate duplication in government auditing

Use Grand Juries to Audit Books
  • Authored AB 3643 to authorize grand juries to examine the operations of any nonprofit corporation operated on behalf of a public entity

Implemented Performance Audits
  • Set up a performance audit to make sure bus companies did their job. Then, worked to sell that system to other jurisdictions to pay for development costs
