Candidate for
Board Member; Sonoma County Junior College District - Santa Rosa Area

Frank was born in San Luis Obispo, December 17, 1948, to a self employed commercial abolone diver, Frank, and his wife, Sarah. His father died when I was eight. His mother and he, an only child, relocated to Colusa, California. She remarried when Frank was 13, to Clyde Bettencourt. Both still live in Colusa, California.

Frank graduated from Colusa High School in 1967, with life membership in the California Scholarship Federation. He was active in high school clubs and sports, earning letters in baseball, football and track.

Frank graduated from Chico State College, earning a BS in Business Administration, Cum Laude, in 1971. He was honored to become a life member of Phi Kappa Phi National Scholastic Fraternity and Blue Key Honor Society. He also was a member of a social fraternity.

In 1974, He graduated from University of California, Davis, School of Law. While waiting for his bar results he taught college at Chico State University; Business Law and Business writing.

His summer employment in those high school and college years included tractor driving, prune dryer work, Colusa County Mosquito Abatement District, PG&E office work, work for McDonald Douglas Aircraft in Santa Monica; during law school years, summers were spent with California Rural Legal Assistance in Yuba City, Securities and Exchange Commission in Washington D.C.

During college, Frank worked washing dishes in the dorm cafeteria; was a noon time and parking lot monitor for Chico High School. During his second two years of law school, he worked for the California Attorney General's Office.

Upon passing the bar exam in my first attempt, he took a job with the Sonoma County District Attorney's Office where I worked for five years prosecuting everything from petty theft to attempted murder cases.

In August 1980 he commenced the civil practice of law with Lloyd von der Mehden, which he does to this day as a sole practitioner. His emphasis is in real property related matters and estate planning and probate, and contracts.

He is married to a local woman, Penny Huntington Briceno (26 years) and we have two sons, Peter, age 23, and Mark age 20; both are in college; Peter will attend Cal Poly in San Luis Obispo in the winter quarter, and Mark is attending Santa Rosa Junior College.

He has been involved in many community non-profit and volunteer boards: Family Service Agency, PACE Committe, Schools Plus, R-House, Becoming Independent, North Bay Consensus Council, Montgomery High Business Department Advisory Committee, Site Council for Strawberry School, SRJC Puente Program, and now on the SRJC Board of Trustees. He has spent plenty of time coaching soccer and little league.

He enjoys this community and wishes to continue to serve in this volunteer capacity on the SRJC Board of Trustees. With your vote he will be able to do so. Thank you.
