Reduce Traffic Noise and Smog on Old Redwood Highway

Traffic noise and smog at all hours from Harley Davidsons, car stereos, and large trucks has reached a critical point to where the noise and air pollution is unbearable for residents on the highway.
Noise ordinances must be enforced for traffic on the highway. As for the smog, a creative solution must be found to reduce it. Currently there is a statewide law that Old Redwood Highway be open as a major road for truck traffic. One possible solution ties in with my third issue, reclaiming the hub. If traffic were routed around a central location such as the hub, it would make it difficult (or even impossible) for trucks to pass, and they would have to use 101 or Stony Point Road as alternatives.
