we need to improve our small business climate to create a better economy
San Francisco has a very adversarial relationship with business, and we need to change that on many levels. We can do this without losing our unique landscape, without having our community turn into a strip mall. First and foremost, we need to make it easier for small businesses to start and survive. From working with communities to let entrepreneurs what business services are needed in a neighborhood to streamlining the permit and planning license processes, to helping entrepreneurs know what façade designs are acceptable, and what won't be welcomed by our neighbors, we need to work with small business. We need to include the small business community in discussions about how to collect our needed taxes while still allowing them to survive. We need communities to have consistent messages with business, so that there isn't a protracted legal battle for every attempt at a new business. While we don't need to hand out 'corporate welfare' we need to allow the mayor the ability to bring large businesses to the city. If we can solve the 'quality of life' issues like better schools and cleaner streets, corporations will scramble to headquarter here, because they will want to raise their families here. Action Steps:

I will reconvene the committee of businesses, including the small business community, to work on finding a true solution to the payroll tax vs. gross reciepts tax.

I will work with educational and scientific organizations to create surveys and studies of the needs of small business, and business corridors in District 5 and throughout the City. Working with schools like USF and their business programs, we can learn what's successful, what doesn't work, and how to help new, small businesses grow and thrive in San Francisco.

I will work to streamline and clean up the permiting process so that new businesses are able to survive the process of getting started in this town.

I will work side by side with the business community and the neighborhoods to make sure we maintain our beautiful, unique architectural landscape while we grow.
