Police and Firefighters

We must bring our Police and Firefighters to the level of personnel of several years ago.
Because of bugetary problems for the past several years, the City has had a hiring freeze for all personnel and buget cuts in all departments. Consequently, both our Fire and Police Departments are below budgeted personnel. For the Police Department, this has resulted in excessive response times. County wide, response time average 3 minutes. In El CAjon, our respnse time averages 10 minutes. This is un-acceptable. In addition, overtime for both departments is $800,000 over budget. The officers, while they like overtime are complaining that they are required to work much more overtime than they woul like. I have and will propose taking funds from any source to bring thses department to proper personnel levels and give our residents the service they should have, reduce overtime to acceptable levels and increase personnel moral.
