A LITTLE HISTORY

I am a native Californian. I lived most of my life in the San Gabriel Valley as part of a family of four. Now I have twelve grandchildren and four great grandchildren.

I was active in the Temple City Chamber of Commerce and headed a committee that successfully incorporated Temple City.

My husband, a retired Los Angeles County Sheriff, and I had a boat in the Oceanside Harbor for six years. When we decided to retire in 1973, Oceanside was our pick. We bought a home and settled in. Unfortunately, in 1976, he died of a heart attack.

To overcome my loss, I contacted the Business and Professional Women's organization which I had been a member in Temple City. That move started a long line of community involvement.

LEADERSHIP ROLES

I was elected City Treasurer in 1992. During a period of twelve years, the City's portfolio has grown from $103 million to $225 million and through trading gains and interest income has earned $97 million. We also manage $40 million in Bond Funds. All of this is accomplished by actively and prudently investing all available funds. In 1997, we asked the City Council to separate the Treasury Office from the Finance Department. The change was approved by Council and now I have the status of Director and the responsibility of administrating a Department. Four years ago, we installed Bloomberg Professional, the best live market pricing and news information system offered to treasury professionals. We have also taken advantage of many of the one-line cash management tools offered through our banks to aid in making our operation more efficient.

Keep in mind that our Treasury office, just like the 450 plus other cities in the State of California, are governed by State Government Codes as to the investment of funds and operation of the office. We are also governed by the City's Investment Policy, which is reviewed every year by the City Council and has been certified by the Association of Public Treasurers of the United States and Canada, a national treasury organization.

EXPERIENCE

I have worked in the financial field for over 35 years. the past twelve years as City Treasurer. I have been certified since 1997 as a City Treasurer by the California Municipal Treasurers Association. To obtain this certification, I had to attend a number of educational workshops and seminars.
