Adrian V. Barbour is President and CEO of PEOPLEVU International Corporation. PEOPLEVU International Corporation is a Homeland Security Management Consulting Firm. Founded in 1998, the mission of PEOPLEVU is to identify, select, place, and manage the highest quality of professionals for the Department of Homeland Security and its contractors.

Mr. Barbour's 18+ years of professional experience consists of various contract and full-time positions as the Western US and Overseas Recruiting Manager for the Applied Technology Division of Anteon's Technology Solutions Group, Corporate Recruiter for Omega Engineering, Senior Technical Recruiter/Account Executive in San Diego and Irvine, Management Information Systems/Fiscal Project Coordinator and Job Development Services Coordinator at North County Lifeline, Inc., and as a Job Developer/Trainer at the North County Career Center.

Mr. Barbour is a combat veteran who served eight years in the United States Marine Corps as an infantry platoon leader and as an interrogator/Pacific Rim/Latin America Analyst for human intelligence operations. In 1992, he was assigned to the Federal Emergency Management Agency (FEMA) as an interpreter and government-to-civilian agency liaison during the Los Angeles Riots. He augmented U. S. Secret Service protection for President Bush (41) and lead a staff counter-intelligence operations team in Mogdisho, Somalia during "Operation Restore Hope" from 1992-93. In addition, he served as a presidential honorguard at the White House in Washington, DC during the Reagan-Bush (41) Administration (1986-89) and was selected as a member of the prestigious United States Marine Corps Silent Drill Platoon. He was awarded the Joint Service Achievement Medal for exemplary service.

In addition, Mr. Barbour served as a technical editor to Joyce Lain-Kennedy, author of "Resumes for Dummies", 4th Edition carried by Barnes and Nobles Books, and has written editorials for the North County Times, San Diego Union-Tribune, and online articles on federal sector IT recruiting for CIO and E-Week Magazines. In addition, he served as Marketing Director and Board Member of the San Diego Leadership Initiative, a non-profit organization founded by Ken Blanchard in 2000, which seeks to create a culture of Servant (service-based) Leadership, making San Diego an international role model as a community of inspired and inspiring leaders with integrity. He is an Al-Bahr Shriner, 32° Scottish Rite Mason with the Valley of San Diego; and serves as a Trustee of Oceanside-San Diegito Lodge 381. He served as a host of the cable TV program "Voice of Oceanside" on (City of) Oceanside's KOCT 17/18, the Community Channel from 1996-2000, which reached over 40,000 households.

From 1999-2002, he was appointed by the Mayor to the Police & Fire Commission of the City of Oceanside, and was eventually elected its Chair where he oversaw and made recommendations on the use of annual budgets of the City's full-service Police and Fire Departments, $29 and 13 million respectively. He served on the City of San Diego's Public Works Advisory Committee, and served as the Chair of its Resource & Apprenticeship Sub-committee, tasked with addressing ways to increase underutilized populations in obtaining gainful employment and contracts with the City. In the 2000 Oceanside Mayoral race, he served as Campaign Chair for Deputy Mayor Carol R. McCauley who placed second in a field of six candidates with 14,000 votes.

Mr. Barbour earned a Bachelor of Science Degree in Organizational Leadership from Biola University, a Master of Science Degree in Global Leadership from Ahler's Center of International Business from the University of San Diego, and is a graduate of the Defense Language Institute where he studied the Korean language.
