Downtown Development

Why is it taking so long to rebuild the downtown?
During the past 8 years I have watched as Cathedral City has grown from a sleepy village to a struggling city. I have watched as we have torn down businesses and homes and built upon empty promises and plans. Highway 111 is still a dirt stretch, as proposed project by project have failed. How is it that in Rancho Mirage they have completed and occupied a complete development in the same time period, also look at the Palm Springs Ralph's Center. It was torn down and completely rebuilt and now open with many new businesses. We are still a dirt road.
