Governance of that service area known as the Ord Community

Governance of the MCWD by its board is limited to residents within the current district boundaries. The Ord Community is a service area at this time. There are two points to this issue, Governance and rate structure
Should the current system remain or should some or all of the residents in the service area be allowed to run and vote for directors by changing the district boundaries to include the area within the district?

A. Should the service area be included in the district? + A strong argument can be made that some or all of the customers in the service area should be included within the boundaries of the Water District. That would allow those customers to have some say in how they are governed from a water/wastewater collection standpoint. In order to be equitable it might be necessary to change from at large elections to districts.

B. Would a boundary change cause the way the current service area is billed? + Maybe and maybe not. There are agreements with FOR A that would need to be considered. It is not an automatic guarantee that including the new area within the district would change the entire district to the same billing rationale. All residents of the district and FOR A would have a say in how this issue would be resolved. Some customers might desire one system for billing and others might think that unfair and want the systems to remain separate.

C. At a minimum the issue needs to be considered by the water board and FOR A to see if such an action is feasible, fair and beneficial to all customers.
