Letter to the Voters

This is a letter to the voters that outlines the major issues of this election.

My name is Timothy McGowan. I am asking for your vote for the Castro Valley Sanitary District. Meyer Elkaim is moving to Lafayette leaving behind a vacancy that will be filled in this at-large election.

The Castro Valley Sanitary District is embarking upon the largest upgrade of the wastewater treatment plant since 1970. I am a registered civil engineer with over 10 years of experience designing and constructing major public works projects. My experience with current construction practices will help save the district money and ensure that we receive a quality project.

The other main issues facing the district are completing the sewer collection system master plan, starting a sewer main replacement program, increasing our recycling to meet the 75% diversion goals set by Measure D, and maintaining our position as the second lowest sewer rates in the East Bay.

Maintaining the infrastructure of our sewer collection system will be one of my top priorities. We know from our flow meter data that our sewer pipes leak in water every winter. If left unchecked this will create capacity problems for our downstream pipes and the wastewater treatment plant. We need to figure out which pipes are broken, so that we can prevent sewer overflows.

We also need to anticipate the impacts from future growth, so that we can force developers to pay for the improvements that are required to adequately serve their projects. Without proper planning the developers will leave town and the residents of Castro Valley will have to foot the bill to make the sewer collection system work.

Please vote for Tim McGowan for the Castro Valley Sanitary District. The right engineer for a tough job.
