Reduce state controls in education, create merit pay that many teacher unions oppose and increase school room discipline
Provide more classroom accountability by eliminating bureaucracy caused by the overwhelming number of special category programs. Stop Sacramento education dictation and move, as Arnold said, more decision-making back to the local school board level. Allow teachers whose students achieve better to receive merit pay. Teachers should be given the duty to keep disciplined schoolrooms which, in turn, allow learning to succeed better.
