Cut taxes, while maintaining a balanced budget in Westminster every year since joining the City Council in 1998. Has never voted for a tax increase.

Introduced the Infrastructure Revitalization Plan (IRP) in Westminster, which has brought more than $15 million in needed infrastructure improvements to Westminster without any increase in taxes. Prohibited government seizure of private property by eminent domain in the IRP redevelopment district, and put a three year cap on debt to prevent runaway borrowing.

Supported award winning anti-crime and anti-gang programs, including the nationally recognized T.A.R.G.E.T. program.

Authored the first city resolution to demand the repeal of SB-60, the Illegal Immigrant Drivers License Law, which resolution was used as a model by other cities throughout California.

Past President, Boys and Girls Club of Westminster.
