Shall Ordinance No. 2426 be enacted; the Ordinance will fund operations of the firefighter-paramedic program, which provides advanced life saving support to victims in need of emergency medical care by establishing a "special tax" on real property within City limits in an amount of $20 per benefit unit that is reviewed annually by the Monterey County Civil Grand Jury until the "special tax" expires on December 31, 2014, unless subsequently approved for extension by Salinas voters?
