To design and construct permanent classrooms, science labs, restrooms, a library, a gymnasium, replace temporary classrooms, install technology, and provide core facilities at Vasquez High School and qualify for $6,100,000 in State grants, shall the Action-Agua Dulce Unified School District issue $13,100,000 of bonds at legal interest rates, appoint a Citizens' Oversight Committee, and perform audits to guarantee bond money is spent exclusively upon the construction and upgrade of permanent classrooms and school buildings at Vasquez High School?
