To improve the quality of education, shall the Arvin Union School District be authorized to construct a new elementary school, modernize classrooms, make health and safety improvements, expand and upgrade school facilities, including constructing new classrooms, upgrading inadequate electrical systems to improve student access to modern technology, renovate schools and qualify the District to receive $8.75 million in State-matching funds by issuing $11.0 million of bonds within legal interest rates, with annual audits and an citizens' oversight committee?
