A replacement of 3 mills of an existing levy and an increase of 1.77 mills, to constitute a tax for the benefit of Ridge Fire District, County of Hamilton, Ohio, for the purpose of PROVIDING FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES at a rate not exceeding four and seventy-seven hundredths (4.77) mills for each one dollar of valuation, which amounts to forty-seven and seven tenths cents ($0.477) for each one hundred dollars of valuation, for a continuing period of time, commencing in 2003, first due in calendar year 2004.
