C.T. Weber was born in Kansas City, Missouri in 1940. He graduated from North Kansas City High School. He moved to California in 1966 and received his Associate of Arts degree in History the following year. At California State University, Long Beach, C.T. received his Bachelor of Arts degree in History in 1969, and his Masters in Public Administration in 1980.

C.T. Weber was elected twice as the State Chairperson of Peace and Freedom Party of California. Recently, he coordinated the registration drive which resulted in Peace and Freedom Party being the only party in California to qualify for the ballot after being off for two general elections.

After being elected to two two-year terms as Assistant Regional Director, C.T. Weber was elected to four two-year terms as Regional Director where he represented southern California on the California State Employees Association (CSEA), local 1000, SEIU, Board of Directors. Upon moving to Sacramento, C.T. was elected as the Secretary/Treasurer, Vice President/Chief Job Steward and then President of CSEA, local 1000, SEIU, District Labor Council 784. He is a delegate to the Sacramento Central Labor Council.
