To maintain the high quality of local schools, reduce the impact of budget cuts on classroom instruction by retaining qualified, experienced teachers and staff, keeping class sizes small, purchasing new textbooks, and maintaining educational programs that enhance student achievement shall the Palos Verdes Peninsula Unified School District be authorized to levy an annual tax not to exceed $173 per parcel for 5 years with an exemption for the principal residence owned by a person 65 years of age or older?
