New Elementary School # Northeast Corner McKenna and Springer Drives, Turlock

Construct a new elementary school with the following facilities:

• Classroom facilities, including facilities for special needs students

• Public infrastructure improvements, such as connections to public sewer, water and storm drain systems, roadway ingress/egress improvements, sidewalks, traffic signals, and pedestrian safety enhancements at the school site as may be required to meet City of Turlock standards

• Outdoor physical education areas, including both hard courts and open space areas

• Administration offices
• Multi-purpose room with performing arts stage and kitchen
• Library
• Technology laboratories
• Teacher workrooms
• Counseling rooms
• Restrooms
• Janitor, storage and mechanical closets
• Landscaping, fencing and irrigation systems
• Vehicle parking lots and driveways
• Bus driveways and parking

Construct a new elementary school with the following facilities:

• Classroom facilities, including facilities for special needs students

• Public infrastructure improvements, such as connections to public sewer, water and storm drain systems, roadway ingress/egress improvements, sidewalks, traffic signals, and pedestrian safety enhancements at the school site as may be required to meet City of Turlock standards

• Outdoor physical education areas, including both hard courts and open space areas

• Administration offices
• Multi-purpose room with performing arts stage and kitchen
• Library
• Technology laboratories
• Teacher workrooms
• Counseling rooms
• Music and Performing Arts practice rooms
• Restrooms
• Janitor, storage and mechanical closets
• Landscaping, fencing and irrigation systems

• Bus driveways and parking

Dutcher Middle School # 1441 Colorado Avenue

Modernization of facilities to include the following, as needed:

• Modernization of classrooms, restrooms, and support facilities
• Renovation of classrooms to create science and technology laboratories
• Renovation of facilities to provide new technologies to include wiring classrooms, library and student support facilities with internet access and computer networks
• Removal of hazardous materials, including asbestos, lead-based paint, and other hazardous materials
• Construction of improvements including ramps, pathways, restrooms, and access as required by the State of California to meet requirements of the Americans with Disabilities Act ("ADA")
• Upgrade of electrical systems, including panels, circuit breakers, transformers, wiring and outlets
• Installation of new fire hydrants as needed
• Upgrading or replacing heating and ventilation systems as needed
• Upgrading exterior lighting or safety and security as needed
• Repair and renovation of school grounds, fields, and playground equipment for safety
• Provide or purchase school furniture and equipment, including computer, science, technology, music, library, media and playground equipment as needed
• Rental, purchase and/or construction of temporary classrooms (including relocatable classrooms) as needed to house students displaced during construction

• Address unforeseen conditions revealed by construction/modernization (e.g., dryrot, seismic, etc.)
• Site work in connection with new construction or installation or removal of relocatable classrooms
• Acquisition of any of the facilities on the Bond Project List through temporary lease or lease-purchase arrangements, or execute purchase option under a lease of any of these authorized facilities.

1. Student enrollment would continue to grow at a rate of 180 to 260 students per year
2. Ten existing schools will be at or above desired student capacity levels
3. The District will need to construct two new kindergarten through sixth grade elementary schools
4. The District will need to move the Math-Science Magnet to a new school to allow expansion, conversion and modernization of Dutcher Middle School to accommodate the growth in 7th and 8th grade students

The District can meet the needs of the community with the passage of this local bond of $10.95 million. The District has already acquired the land for two new elementary schools. The Sandra Tovar Medeiros Elementary School is currently under design and will be located at 4219 North Walnut Road. The District is projected to receive $16.8 million in state matching funds from the passage of the statewide bond measures to be placed on the ballot in November of 2002 and 2004. The District will also utilize an estimated $11.5 million in developer fees to complete the building program.

In summary we are asking the community to pass a local bond of $10.95 million which combined with matching statewide bond money and developer fees will complete a $39.2 million kindergarten through 8th grade school building program needed to meet the student growth in Turlock through this decade.
