Shall a Town of Windsor ordinance be enacted limiting residential building permits ("permits"), other than "permits" under existing development agreements ("agreements"), to 150 in any 3 year rolling period ("period"), provided that if total "permits" issued during life of "agreements" is less that 225 per "period," Town may issue additional "permits," not exceeding 225 total in any "period" and thereafter limit "permits" to 225 per "period" and exempt low and moderate income housing from limitations?
