Without increasing local taxes, shall the City of Santa Rosa be authorized to increase its approval of the development, construction or acquisition of units as affordable rental housing for low income persons, including the elderly and disabled? Such housing shall only be owned by privated developers who receive federal, state or local assistance and shall be authorized annually in an amount not to exceed one percent (1%) of the existing housing units in Santa Rosa.
