Smart Voter Political Philosophy for George A. Burgess

City Clerk; City of Belmont

Having owned and managed several successful businesses, I know how important it is for you to have proper day-to-day representation in City Hall. As you know, the City Clerk is the only full-time department head elected by Belmont voters.

Using my 35 years of professional management experience, I will run the City Clerk Department as your business with its $300,000 budget. I am known for exceeding expectations while staying under budget. I will be YOUR low profile "department manager."

I propose study and improvements in four areas, records management, legislative matters, election duties and revenue generation as set forth below.

RECORDS MANAGEMENT:
Investigate, analyze, evaluate and recommend a system to centralize all city records.


Develop the ability to access any city record by inputting a word, number or phrase.


Implement an email system to notify citizens, who have asked to be so notified, when specific topics are to be discussed at the next Council meeting. This could be extended to include detailed agendas of the various commissions.

LEGISLATIVE MATTERS:
Investigate the feasibility of voice activated computer systems and other techniques to document meeting discussions, votes and other results.


Propose a system for citizens to question, via email or the telephone, Council members while the Council meeting is in session. The City Clerk could be the recipient of the questions.

ELECTION DUTIES:
Design major drives to increase the number of permanent absentee voters.


Design major drives to increase the number of registered voters.

REVENUE GENERATION:


Generate income by becoming a U.S. Passport office.


Generate income by offering Notary Services.


Promote the publication and sale of a BELMONT DIRECTORY. The directory could contain the name, address and telephone number of Belmont citizens, committees, groups and businesses.
