3.9% Growth Cap

The City of Manteca presently has a 3.9% growth cap which is being circumvented by allowing developers to tie it to sewer allocations and carrying those forward year after year
Our growth cap of 3.9% should be tied to building permits, and should not be allowed to be carried beyond one year. Our present method cost the city the renewal fees paid by developers that take out sewer allocations but have no idea whether or not they will use them, thus preventing other contractors from using those allocations. That effectively curtails competition.

Growth should also be tied to the availability of schools, police and fire protection, parks and parks maintenance, water and sewer, and other amenities required of a city. Growth should be put on hold until each of the above is in place or at least will be in place in the near future. Proposition 218 states that increases in water and sewer facilities must be paid for by an assessment on new growth. That is not presently being planned. The city plans to pay for the new water treatment plant and the increased capacity at the sewer farm with increased fees to all of us. Growth must pay for itself.
