Smart Voter Political Philosophy for Steven J. Catalano

Candidate for
Council Member; City of Manteca

I am dismayed at civic affairs of late and believe that my voice and ideas could make a very positive contribution toward the correction which is so sorely needed. If elected, I will work to:

Create a dog park for Manteca (and eventually several) where people can take their dogs for off-leash cavorting and exercise. The current leash-law precludes any off-leash activities in public parks.

Expand and remodel the Manteca Animal Shelter on Wetmore Street. It has long ago become far too small for a town this big. We can do much better in this regard; I'm making this, and the dog park, my first priority because animals tend to get relegated to last place in the prioritizing of city needs.

Make a law setting a manditory home-building to school-building ratio. Developers should be required to build schools (and parks) concurrent to building housing tracts; if this had been done before, there would be no over crowded schools today.

Enforce the 3.9% annual growth limit by basing it on currently issued building permits. It has come to my attention that this growth limit is being exceeded (by over 100%) by basing it on future sewer allocations as far ahead as three to four years. 3.9% is a managable annual growth rate for Manteca; it should not be abused by greedy developers and their operatives in city government.

Stop the Big League Dreams scam. In it's present form, the "Big League Dreams" contract is ludicrously unfair and saddles the city with a huge burden yet repays only 18% of the gross retail proceeds of the gift shop, restaurant and other retail sales. THE CITY OF MANTECA WILL NOT SHARE IN THE PROFIT FROM ADMITTANCE FEES TO THE PARK. No one knows for sure how long it would take, at this rate, for the city to recoup it's estimated $12 million investment to build and equip this operation for Big League Dreams Inc. (a private corporation).

WE CANNOT CONTINUE TO SQUANDER TAX DOLLARS ON "SPECIAL INTERESTS" WHILE SCRIMPING ON POLICE AND FIRE DEPARTMENT NEEDS; AND GOING INTO FURTHER DEBT TO PAY FOR ORDINARY CITY OPERATING EXPENCES. MANTECA CAN DO BETTER! MANTECA'S CITY GOVERNMENT CAN AND SHOULD BECOME PROFESSIONALIZED!

WE THE PEOPLE CAN START THE PROCESS OF REFORM BY THROWING OUT THE BOUGHT AND PAID FOR TOOLS OF THE RICH, ON THE CITY COUNCIL, WHO NOW RUN THIS CITY FOR THEIR OWN BENEFIT!
