Paul Hay has been a Milpitas resident for nearly 21 years and a Santa Clara County resident for over 30. He was born in Seattle, Washington, lived his early years in the San Francisco Bay Area, and graduated high school in Honolulu, Hawaii. He earned his Bachelor of Business Administration Degree in 1969 from the University of Oregon, where he was also commissioned as 2nd Lt. in the United States Army. He returned to California after 2 years active duty at Camp Drum, New York, and spent another two years with the California National Guard. In 1975, Paul went on to earn his Masters of Business Administration in Financial Management from the University of Santa Clara.

During Paul's professional career, he has served as Financial Consultant, Comptroller, Chief Financial Officer (CFO) and General Manager (CEO). He has also been a small business owner. For the last eight years, Paul has concentrated his efforts in public education. For seven of those years, he was Director of Business Support for the Hayward Unified School District. He is currently the Director of Fiscal Services for the New Haven Unified School District in Union City.

Paul has been an active member in the Milpitas community for over 10 years. He is completing six years on the Milpitas Planning Commission, and was recently elected to his 4th term as Chair. Paul also served 4 years on the Milpitas Community Advisory Commission, with two years as Chair. In 1996, he was appointed by the City Council to serve as the City's representative to the Santa Clara County Housing/Community Development Citizens Advisory Committee. Paul is also an active member of the Milpitas Midtown Specific Plan Advisory Committee, the Milpitas City Council Transportation Subcommittee and the Silicon Valley Rapid Transit Corridor (BART) Community Advisory Group. He is also a 10-year member of the Santa Clara County Sheriff's Advisory Board.

Paul and his wife Marilyn have been married and living in Milpitas for nearly 21 years. Marilyn has worked for over 20 years as a Sales Support Analyst in the Silicon Valley electronics industry. She is an alternate on the Milpitas Library Advisory Commission and Secretary to the Friends of the Milpitas Library. She has been an active member of our schools' Parent-Teacher-Student Associations. Their 15 year-old son, Daniel, is a Milpitas High School Junior and a member of the Milpitas Youth Advisory Commission. Paul has two grown children from a prior marriage and five grandchildren
