Smart Voter Full Biography for Wayne Rayfield

Candidate for
Council Member; City of Dana Point

This information is provided by the candidate

Education: Graduate of Lehigh University in Pennsylvania; degree

in Engineering Geophysics.

Professional Experience: Various executive management

positions in Computer Systems, Information
Management and Communications Technology.

Wayne worked for the World Bank in Washington,
DC, for 23 years. He was in charge of Information
and Technology for the organization and led an
international staff of 400 people. He retired in 1994.

Prior to the World Bank he was Director of the
Computing Center at The University of
Wisconsin, Madison Wisconsin. While there he
started a state wide computing utility to serve
the needs of students and researchers.

Prior to joining the University Faculty he worked
for the Rand Corporation in Santa Monica where he
directed computer system development and
customer support activities.

Throughout his professional career, Wayne was
recognized as a leader and coalition builder
who listened to all points of view.

Personal: Wayne and his wife, Cubby, have resided in Dana Point

since 1994, and have owned property there since the
early 1970's. They have six children and twelve
grandchildren. Cubby is an artist specializing in
watercolors. Her works have been juried into shows on
both the East and West Coasts. Wayne is a woodworker,
fisherman and avid tennis player.
