Using Business Sense for a more effective Water District

Chris Herrington has owned and operated a business in Orange County for 18 years, and beleives that his business and design skills will lend to a productive, efficient and innovative water department.
Chris Herrington believes that he is enough of an outsider to bring new insights to the water department. He believes that his 18 years in a profitable business will aid the water district in performing in a cost-effective manner. He believes that there are short and long term problems in the District that his insight can help. He believes in change where change is good, and he believes that inevitable change should be sooner, rather than later in order to have a modern, efficient District. He believes that the taxpayers and voters of Orange County want users of the water system to pay their own way, and do not believe in subsidizing the water use of others. He believes that these same people do not want a Water Police looking over their shoulder making micro-decisions on how they use their water. He believes that though the cost of water should be kept to a minimum, it should be the determining factor in how people use the water delivered to them. He believes that a safe, reliable water supply should be something that can be taken for granted by the average user.
