.MID WA Y CITY SANITAR Y DISTRICT September 2002
Dear Resident: This letter will introduce me as a candidate for election to the Board of Directors of the Midway City Sanitary District (MCSD). My husband Frank and I have lived in Westminster for 45 years and raised our two children here. Frank is a long time Westminster City Councilman and has served two terms as Mayor.

As a concerned citizen, I have regularly attended the MCSD Board meetings for the past 2-1/2 years. At my own expense I have also attended several Solid Waste Conferences and accompanied my husband to Orange County Integrated Waste Management meetings. I have made it my mission to stay informed on policy-making decisions concerning the operation of our Sanitary District.

Because of my vigilance, the MCSD Board is no longer being paid to attend social events such as the local Chamber of Commerce Mixers.

The following are some of the issues I will bring to the table as your Director-.(1) Continue to share resources and expertise with city, county, state and federal agencies. Cooperation with other agencies will keep costs down and service high. I pay the same taxes as you do, and I will keep taxes down.(2) Fight any more excessive pay raises for Directors who voted to nearly double their salary from $1 00 to $1 98 per m eeti ng. .(3) Inspect City, District and County flood channels on regular basis to make sure they are clear and there is no standing water to breed mosquitoes in sewers and channels. Work closely with Orange County Vector Control. More control on dangerous "Spills." (4) Seek county and state grant funding to pay for necessary upgrade of sewer lines. (5) Continue keeping our GIS system current to show liquid flow, pumps, siphons and solid pick-up. (6) Adopt a written policy on trash, sewers, hazardous waste. (7) Inform and educate the public with quarterly newsletters and TV programs on Channel 6 ï Update policies to regulate and control recurring problems with grease traps (8) Study the possibility of carrying communication lines within the sewers to bring in revenue (9) Recycle cloth, rags and worn out clothing.

I decided to run because I believe that I ran bring new vision and fresh ideas to the Midway City Sanitary Distdot Board. My knowledge of the inner workings of the Distbct convinced me that it is important to plan for our future. I have been endorsed by Republicans, Democrats, Westminster Police Officers Association, MCSD Directors Margie L. Rice and Russell Paris, Jerome Catlin, President of the Midway City Chamber of Commerce, and the Orange County Central Labor Council. I ask for your vote on November 51h .

As your Director on the Midway City Sanitary District Board, I promise to work hard and get results that will justify your confidence in me. I look forward to serving you.

Sincerely, Marilyn Fry 7842 2411 Street Westminster, California 92683 Phone (714) 893-3161
