It was stated long ago that governments are created so that people can do together what they cannot do individually. Government should, therefore, be kept small so that it is not tempted to compete with individuals or businesses. If there's a need for a banquet/theater facility in Westminster, business should try to satisfy that need not the City. The City should concentrate on the City's need for better streets and parks, things that businesses are not geared to address. In other words I believe the City should concentrate on the nuts and bolts of running a City and let businesses concentrate on creating jobs and profits.
