Sanitary Sewer System Improvements to Prevent Spills to Bay

The City is on target with initial sewer program maintenance and improvements, but is lacking in an engineered capital improvement plan.
The limited recommendations of the Parsons Sewer Report are being implemented. The spot improvement of lines after cleaning and video examination is a good start. An active grease trap program is in place. Additionally, the City is following prudent practices related to public information and good business practices regarding plumbing maintenance of laterals. Public awareness is very high. Every sewer is reportedly cleaned at intervals of three months. The Fire Department has provided a rapid response and reporting. These are the classic actions for identifying problem pipe, making targeted repairs where necessary and performing proper maintenance.

However, what is lacking is allocation of additional funds and engineering analysis of the system so as to prioritize improvements beyond just broken lines. We must formulate a specific capital improvement program, CIP. The Regional Water Quality Control Board has cited the need for a more specific CIP with funds committed.

I am a Civil Engineer and spent many years as a Public Works Director. I personally know what must be done to solve your sewer problem.
