Reorganization as an Option

Reorganization by the city of Hercules may prove to be the best way to serve the needs of both WCCUSD, JSUSD and Hercules. We need to offer whatever is best for the student population.
The city of Hercules is currently home to two school districts, West Contra Costa and John Swett. The latest reports reviewed by the city's Blue Ribbon Committee on Education indicate that if Hercules was to transfer its territory from WCCUSD, there would be minimal impact on the current District. The racial/ethnic balance of the city mirrors that of the District and financial impact would be minimal on WCCUSD but could be significant for a smaller, combined district. Though the transfer process takes careful planning and execution, it does not, and should not, be an adversarial venture. The object is to provide whatever is in the best interests of our students.

Should Hercules combine with John Swett Unified School District, it can bolster their declining enrollment and support its structured Administration. WCCUSD would be freed to expend more resources and effort on the balance of their schools. Financially, JSUSD has had a thrifty and responsible policy in regard to finances, having just passed its first and only bond measure in 30 years. All Hercules residents would have the ability to attend school in the same district and its residents would have increased influence in the process of local education. JSUSD has consistently posted higher test scores over WCCUSD.

Should John Swett's enrollment continue to decline, it would eventually be absorbed by WCCUSD, further adding to WCCUSD expansiveness and responsibilities. This is not an asset to any of our student population.

The process is somewhat involved as are many all worthwhile ventures, but both districts can be advantaged if done properly and for the right reasons - for the kids.
