To improve school facilities, including updating safety and security systems, building a new library at the middle school, improving building exteriors and grounds for safety, updating the technology infrastructure and renovating fields, shall the Walnut Creek School District issue $20 million in bonds at rates within the legal limits, and appoint an Independent Citizens Oversight Committee to monitor all bond expenditures?
