Sound Environmental Policies

Promoting a robust economy while preserving the environment and the quality of life for every American is critical. One of my top priorities is working to protect the environment for future generations. I have fought hard to forestall the Bush Administration's efforts to open up public lands to drilling, including drilling off California's coast and in the Arctic National Wildlife Refuge (ANWR). I've also introduced legislation to eliminate the SUV loophole and increase Corporate Average Fuel Efficiency to 40 miles per gallon by 2012, thereby reducing our dependence on foreign oil and preserving the environment.

Building upon my longstanding record of promoting open space, I co-sponsored The Golden Gate National Recreation Area Boundary Adjustment of 2001, legislation that provides for the addition of more than 4,700 acres of undeveloped land in San Mateo County to the Golden Gate National Recreation Area (GGNRA). The bill was passed by the Senate in October 2001 and is awaiting action in the House.

I'm also continuing my efforts to protect Californians from groundwater contamination. I've re-introduced legislation on behalf of the entire California delegation to exempt California from a federal mandate that requires the use of either ethanol or MTBE in gasoline. This bill allows the state to use its own reformulated gasoline requirement -- such as the cleaner-burning RFG -- in lieu of federal requirements as long as they "achieve equivalent or greater emissions reductions" than the federal standards they seek to replace.
