Housing, traffic, and the Redevelopment Agency

The Redevelopment Agency needs to develop some reasonable priorities. A higher percentage of the funds should go to housing placed to take advantage of public transit.
Currently the Redevelopment Agency is using the minimum (20%) required amount of its funds for housing. It is time for the Agency to stop speculating with funds and have businesses stand on their own.

A wiser use of the funds would be to foster housing in areas which have good public transit.
