The General Plan, Fiscal Responsibility and Infrastructure

Why don't we have a General Plan? Why do we allow $$$ to be spent on outside consultants when we have good people in-house? Why are our roads in such bad shape?
General Plan: After dismissing a good general plan that only needed a few changes the Board of Supervisors regressed to a plan that did not include the human equasion. They took responsibility away from our Planning Commission and hired an outside consultant to advise them on how to implement a plan. El Dorado County is the only county (out of 58) in California without an approved plan. This is unacceptable. We must stop spending funds that should be going to fixing our roads, funding our libraries, law enforcement and fire departments on consultants who are making decisions for the Board. We elect them to make the decisions for us.
