Need to upgrade and Rehibilitate and reform dollars

Need to upgrade and rehibilitate and reform dollars going into Management/Supervision/Administrators/Work Director and Shop Stewards/new and old timer/tenure/retirees who come back at 2/3 salary/Temporary and probationary new employees
The immediate solution is not to hire recent college graduates regardless if from college of education or regular liberal arts school, but hire only teaches who have worked inother districts, Example: Sycamore only hires teachers from other districts and thus save the ?continuing education costs? that teaches have in the 1st, 5 or 10 years as condition of employment [also tuition for training short term classes at Mayerson Academy 2651 Highland Ave Avondale]. Thus Sycamore Distinct only have training costs personnel building of orientating hires and no teacher upgrading or continuing educating with lower payroll costs on new transfer-ins.

New Superintendent used management/style elective situational of "bottomup-and not top down" (top down is major operational scope, ie pay for performance, Activate: Local School Decision Making committee (of building parent and building asministrator of Prin/Ast Prin Union Bldg Rep etc), more "back on track" in each school building, not send worst cases to ovThRine/bottoms school (a form of punishment).

Public Relations/broadcasting School communication department that school staff raised 100 million from Hamilton County Taxes and 100 Million from Cincinnati for tax abatement loss to municipal stadiums in two locations (amounts adjusted to 180,000 as School got loan on Cities 5 million a year for 20 years, and thus loss 20, millions to bond interest), but administration broadcasting how levie dollars are replacing old-historical, part of national endowment, and art preservation, part of City historical Trust for building sytle and trimming (Rocxkwood pottery trimming) of teaching staff.

Poor manamgent/as creating requirements for more part-time teachers during end of years a teachers in order to use their free/non holiday/discretionary time, must take before school years ends or lose 10 to 20 days, thus recruiting of new part time teachers very heavy at tend of year to fill during year vacations (not summer vacation)
