Shall the Charter of the City of Cincinnati be amended to provide that unclassified positions in the civil service shall include all department and division heads, all deputies or assistants to department heads, professional housing and economic development positions, and the positions of police chief and fire chief, and assistant police chiefs and assistant fire chiefs; and that the police chief and fire chief shall be subject to removal only for cause, by adopting new Sections 3, 5 and 6 of Article V and repealing existing Sections 3, 5 and 6 of Article V?
