Can a Municipal Utility District create more parking in San Francisco neighborhoods?

I want to see San Francisco become the world leader in electric cars by 2008. I want to see a two two-car electric charger/parking meters on every city block in four years.
I drive a Sparrow, a one-person electric vehicle for city driving.

One-person zero emission vehicles = more lots more neighborhood parking; 10,000 Sparrows citywide = over 7,000 more automobile parking spaces available citywide. 

Imagine, if four people on each of our 2,000 city blocks, who now own a four passenger gasoline powered automobile, bought a Sparrow and parked it in designated parking spaces on each city block, formerly occupied by one automobile. This would free up three parking spaces on each city block, 6,000 spaces citywide. The City could provide a special free parking meter/charger on each block and fund the electricity through the new Municipal Utility District (MUD). The meter/charger could be located near an existing street light that is currently being funded by the City. This location under a street light would provide additional security and easy access to publicly funded electricity. Residents would have many incentives to switch to single person vehicles, like free electricity and guaranteed street parking in their neighborhood. Their action would provide increased parking opportunities to their neighbors and reduce air pollution in the City.

Corbin Motors, a motorcycle manufacturer, has begun production of the Sparrow, a single-passenger zero-emission electric vehicle. When San Francisco and other cities and the State of California provide major financial incentives for motorists to buy this type of vehicle, other companies will begin to follow the lead of Corbin Motors and single passenger ZEV's will become cheap and abundant. Mike Corbin could become the Henry Ford of clean electric vehicles.
