Shall Section 601 of the City Charter be amended to change the vote requirement, from a unanimous vote of the City Council to waive the reading of a proposed ordinance in full, to a majority vote to be consistent with state law?

City Attorney's Impartial Analysis of Measure (B)

This measure amends Gilroy City Charter Section 601, which currently requires that at the time of introduction of an ordinance, the entire ordinance shall be read aloud, unless after the reading of the title of the ordinance, the further reading of the entire ordinance is waived by the unanimous vote of the City Councilmembers present. The State law has been changed to allow a majority vote of the City Council to waive the reading of the entire ordinance, instead of a unanimous vote of the City Council present. This measure would bring the City Charter into conformance with the State law. /s/ Linda A. Callon, City Attorney The above statement is an impartial analysis of Measure (B). Arguments For Measure B
This amendment to the City of Gilroy Charter will bring the Charter into compliance with State of California laws. It does not change any City policy nor does it change any operation of the City Council.
