Shall Ordinance 2001-07-25-1 of Muir Beach Community Services District levying a monthly water surcharge for a period of four years, commencing in FY 2001-2002, terminating in FY 2005-2006, in an amount not to exceed twenty-five percent (25%) of the monthly billing for water service consumption be adopted as a special tax for water system capital improvements as specified in said Ordinance?
