An outline of specific issues and solutions to EID problems.

-I belong to no other organizations or special interest groups
-I only represent only the ratepayers

o Slow, sensible growth candidate

-EID's problems can't be solved with unchecked growth
-Primary among those problems are:
>Water Supply Reliability
>Affordable water & sewer services
>Drought protection & planning
>Replacement of aging infrastructure
>Litigations of State & Fed regulations & environmental issues
>Dysfunctional Board & staff management structure

o Solving problems of dysfunctional organizations has been my specialty.

I have the following requirements for reorganization of EID:

-A new strong, experienced GM and a strong management structure to mirror his or her philosophies.
-Eliminate management by committees, such as the Project 184 Oversight Committee.
-Eliminate Board micro-management of GM.
>Completely end Board and attorney management of the staff.
>Implement procedures to improve Board internal relationships
and relationships with the GM, staff, and the public.
-Restore employee morale through a strong management structure
by giving employees responsible assignments and a sense
of accomplishment without micro-management.
>Management retraining may also be required.
-Revise procedures for accounting and reporting to the Board
to obtain real time project financial status and problems.
-Hire at least one full time salaried attorney to service the staff.
>A separate attorney for the Board may not be necessary,
unless necessary to complete ongoing litigations.

o Post election meeting(s) of new & old Board members to resolve differences

and reach understandings on how to best solve EID problems.
