Shall Section 3 of Article III and Section 3 of Article III-A of the Charter of the City of Richmond be amended to change the election dates for the Mayor and Councilmembers from November in odd-numbered years to November in even-numbered years commencing in November, 2004, and increasing by one year the terms of the Mayor and City Councilmembers who are in office after the November, 2001 election?

Currently, the elections for the Mayor and City Councilmembers occur in November in odd-numbered years. This proposed charter amendment would change the election dates for the Mayor and City Councilmembers from November in odd-numbered years to November in even-numbered years commencing in November, 2004. This charter amendment would also increase by one year the terms of the Mayor and City Councilmembers who are in office after the November, 2001, election.
