Performance oriented disclosure in addition to the current accounting reports will help answer the questions most people want to ask.
Let's understand the considered alternatives as well as the final decision when major investments and loans are concluded.

Village expansion

The underdeveloped area west of Indian Hill is a rare opportunity. We now have a strong business district, active train station and a large college campus clustered together. As rail passenger growth continues, the land value in the expansion area will probably increase significantly. Twenty years from now, we will want the reaction to our implementation to be "They showed great forethought back in 2001", rather than " What were they be they thinking?" We need a council that is asking the right questions.

Improved relations with the colleges

Government should take advantage of the intellectual assets of faculty as well as students.
The retail district could better leverage it's nearby "captive" student market

Hillside Development

Hillside growth usually winds up being subsidized by cities because services are more expensive to provide and it is difficult for cities to charge the full cost. The costs saved from averting development will in part offset the purchase price of the development rights.
