In the beginning of the 19th century, America was a decentralized and agricultural republic. In the early 20th century, America was an increasingly industrialized and centralized nation. Now, at the beginning of the 21st century, America confronts the challenges of a new global economy increasingly driven by complex forces of technology. At the same time, American seeks to extend the virtues of liberal democracy to a world often torn by competing fundamentalisms. As always, we must seek the right balance between govenmental powers and individual freedoms. The solution is not so much less govenment as the development of effective forms of government, at all levels, to insure peace, a healthy order, and an optimum of individual expression and opportunity. Guided by our highest moral values, our government should serve as a pragmatic tool for developing and actualizing our full humanity.
