Rebecca Prem Groppe was elected Recorder of Hamilton County in November of 1997. and took office January 6, 1997, With that election, Ms. Groppe became the only woman currently elected to a countywide, non-judicial office. As Recorder, she oversees operations for an office in a county with approximately 866,000 residents and approximately 360,000 parcels of property including over 30,000 parcels of Registered Land. Last year, her office had an operating budget of over $2 million and generated over $5 million in revenue. Additionally, she is responsible for 40 employees.

Ms. Groppe's professional career began over two decades ago as a Paralegal. She graduated from the University of Cincinnati with a Bachelor of Science degree and recently received a Master of Public Administration degree from Northern Kentucky University.

In 1993, Ms. Groppe became the first woman in the 200-year history of her township to be elected to the office of Clerk of Miami Township. In 1995, she won re-election to the office in this township that employed 70 employees and had a budget of over $3 million. During this time, she brought the small but expanding township into the 21st Century by tapping into the United Accounting Network computer system for the State of Ohio. As well, she implemented new office procedures including new filing systems, record keeping accuracy profiles and updated employee files (including job descriptions and review forms).

As the Hamilton County Recorder, Ms. Groppe's tenure has been marked by a complete review of every aspect of the Recorder's Office. She has committed her staff to making this office not just a leader in customer service but a leader in the industry.

She is well known in the legal community for reducing backlogs in her office that had been a permanent fixture for nearly a decade and a recurring problem for over 20 years. She updated many aspects of the office's computer operations and increased customer access to land records.

Additionally, she has overseen the complete physical renovation of the two floors of her office.

In July of 1998, Ms. Groppe was elected to the Board of the National Association of County Recorders, Election Officials and Clerks (NACRC), a division of the National Association of County Officials. She was re-elected to the Board in July of 1999 when she was also made an Officer of the Board. She was again re-elected to this position in July of 2000.
