A replacement of a tax for the benefit of Whitewater Township, County of Hamilton, Ohio, for the purpose of PROVIDING FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES at a rate not exceeding three and eight-tenths (3.8) mills for each one dollar of valuation, which amounts to thirty-eight cents ($0.38) for each one hundred dollars of valuation, for a continuing period of time, commencing in 2000, first due in calendar year 2001.
