A strong internal administrative operation with a Chief Executive Officer in charge, with budgetary controls over all departments!
I take a strong stand on the administration of County government and believe the Chief Executive Officer (CEO) needs to have the power and authority necessary to lead Ventura County effectively. Some areas I believe would make this position more effective are:

  • To empower the CEO to hire and fire appointed agency and department heads.
  • Give CEO more budgetary control and responsibility to conduct financial forecasts and develop long-range fiscal strategies.
  • Direct the county auditor to conduct more audits of department and agency spending and ensure compliance with State and Federal regulations.
  • CEO should be a member of the negotiating team during union negotiations and mediator in collective bargaining.
  • Board of Supervisors should commit to refer items back to the CEO when department or agency heads attempt policy changes without the CEO's input.
  • Give the CEO power to investigate any agency or department.
  • Board members will not meet with department heads without prior knowledge of CEO to prevent end runs on the Chief Executive Officer.
  • Explore the possibility of Ventura County becoming a charter county, which could give it the ability to privatize more government services.
