To alleviate student overcrowding, provide financing to construct and acquire school facilities including a middle school with a gymnasium, add classrooms and a multipurpose room at the high school, construct an Adult Education Center, rehabilitate and expand existing facilities at Bonita Elementary, and make the District eligible to receive state matching funds, shall the Newman-Crows Landing Unified School District be authorized to issue $ll.35 million of bonds at interest rates below the legal limit?

If approved by two-thirds of the voters voting thereon, this measure would authorize the Board of Trustees of the Newman-Crows Landing Unified School District to issue and sell general obligation bonds of the District in amounts not to exceed a total of $11,350,000.

The issuance and sale of a bond by a school District is for the purpose of raising money for the District and represents a debt of the District. In exchange for money received from the holder of the bond, the District promises to pay the holder a set amount of interest for a certain time and to repay the loan on the expiration date.

A resolution adopted by the Board of Trustees of the Newman-Crows Landing Unified School District on August 7, 2000, stated the bond shall be issued and sold for the purpose of raising funds to construct new school facilities and to make improvements to existing facilities to serve the students in the District. The bond will bear interest at a rate not to exceed the legal limit. If state school construction matching funds are received for a new school, the amount of the bond may be reduced.

If this measure passes, a tax shall annually levy on property within the District sufficient to pay the interest and redemption of all outstanding bonds of the District. The tax shall be sufficient to pay the interest on the bonds as it becomes due and to provide a sinking fund for the payment of the principal on or before maturity and may include an allowance for an annual reserve established for the purpose of avoiding fluctuating tax levies. The tax shall be sufficient to provide funds for the payment of such part of the principal and interest as shall become due before the proceeds of the next general tax levy can be made available for the payment of principal and interest.

A "yes" vote is a vote to authorize the District to issue and sell the bonds.

A "no" vote is against authorizing the District to issue and sell the bonds.

Approval of Measure E does not guarantee that the proposed project or projects in the Newman-Crows Landing Unified School District that are the subject of bonds under Measure E will be funded beyond the local revenues generated by Measure E. The school district's proposal for the project or projects may assume the receipt of matching state funds, which could be subject to appropriation by the Legislature or approval of a statewide bond measure.

Tax Rate Statement-Measure E:

An election will be held in the Newman-Crows Landing Unified School District (the "District") on November 7, 2000, to authorize the sale of up to $11,350,000 in general obligation bonds of the District to finance the acquisition and improvement of real property for District purposes. If such bonds are approved, the District expects to sell the bonds in two series. Principal and interest on the bonds will be payable from the proceeds of tax levies made upon the taxable property in the district. The following information is provided in compliance with Sections 9400-9404 of the Elections Code of the State of California.
1. the best estimate of the tax which would be required to be levied to fund this bond issue during the first fiscal year after the sale of the first series of bonds, based on estimated assessed valuations available at the time of filing of this statement, is 9.76 cents per $l00 of assessed valuation in fiscal year 2001/2002.
2. the best estimate of the tax rate which would be required to be levied to fund this bond issue during the first fiscal year after the sale of the last series of bonds, based on estimated assessed valuations available at the time of filing this statement, is 9.76 cents per $100 of assessed valuation in fiscal year 2002/03.
3. the best estimate of the highest tax rate which would be required to be levied to fund this bond issue based on estimated assessed valuations available at the time of filing of this statement, is 9.76 cents per $100 of assessed valuation in fiscal year 2001/2002.

Attention to all voters is directed to the fact that the foregoing information is based upon district projections and estimates only, which are not binding upon the District. The actual tax rates and the years in which they will apply may vary from those presently estimated, due to variations from these estimates in the timing of the bond sales, market interest rates at the time of the bond sales, and actual assessed valuations over the term of repayment of the bonds. The actual dates of the sales of said bonds will be governed by the needs of the District and other factors. The actual interest rate at which the bonds will be sold will depend on the bond market at the time of the sales. Actual future assessed valuation will depend upon the amount and value of taxable property within the District as determined in the assessment and the equalization process.

Our communities have always taken pride in our schools and in providing the best education possible for our children. Without your support of Measure E overcrowding conditions that exist in our schools will only escalate. Now is the time to help alleviate overcrowding in ALL our schools by voting in favor of Measure E.

Without your support of Measure E overcrowding conditions that exist in our schools will only escalate. Now is the time to help alleviate overcrowding in ALL our schools by voting in favor of Measure E.

PASSAGE OF MEASURE E WILL:

  • Enable the school district to construct a new middle school facility that includes 41 classrooms, a multi-purpose cafeteria, library and gymnasium.
  • Modernize facilities at Orestimba High School by adding classrooms, a new science lab and new multi-use room.
  • Expand and renovate facilities at Bonita Elementary School in Crows Landing including rest rooms and upgraded recreational facilities.
  • Construct an Adult Education/Senior Center.

Because of the growth in our schools, we are now 527 students over capacity at Von Renner Elementary, 28 students over capacity at Bonita Elementary, 303 students over capacity at Yolo Junior High, and 349 students over capacity at Orestimba High. Within the next five years, 1325 additional students are expected to enroll. The Board of Trustees has investigated all possible funding sources including funds available from the State of California. A local bond, in addition to State matching funds and developer fees, is the only possible funding avenue we have to construct facilities to meet the urgent needs of our students.

Quality schools have always been important in this school district. Your YES vote on MEASURE E will benefit the entire community and will assure our children that we do believe in their futures.
