MY POLITICAL PHILOSOPHY

San Luis Obispo has a glory far above that of most other cities of the world. Nevertheless, I have a dream of the City becoming a city of even greater glory: a ROYAL CITY with ROYAL STANDARDS under God's ROYAL LAW. I do not dream of a city that is an island unto itself. I dream of a city that is a part of a new ROYAL EARTH of love, joy , and peace for all of the inhabitants of the earth. This has been the dream and work of millions of people down through the ages. Why do we now look for the dream to come true in this generation? It is because we believe that this is the ROYAL JUBILEE GENERATION that has been prophesied by ancient civilizations as the generation in which the earth would see NEW LIFE of great power and glory. This prophesy is not only Judeo-Christian, it was prophesied by ancient Maya and Egyptian civilizations.

The present development plans for San Luis Obispo have a glory, but I believe that they must be halted if we are to go through this small window of oportunity to a much greater glory.

The world seems to already be in the beginning of the great tribulation and travail that was prophesied to precede the new birth. The spiritual wickedness of GREED, HATE, LUST, and VANITY must be removed if we are to enjoy the greater glory that has been prophesied.

Spiritual wickedness is in some ways like cold and darkness. They all have no absolute reality. Cold is the absence of heat, darkness is the absence of light, and spiritual wickedness is the absence of good. We cannot directly remove them. We must overcome them with heat, light, and good.

Nevertheless, we often talk about the overcoming of spiritual wickedness as SPIRITUAL WARFARE. We do not wrestle against flesh and blood. Rather we wage war by doing what we can to add to the LOVE, JOY, and PEACE of the world.

I believe in the separation of church and state, but I also beleive that the government will soon be filled with men and women who have the vision and ability to wage the spiritual warfare that will make the earth into a place of peace and goodwill. It will be a world without tears, death, sorrow, crying, or pain. We may not all enter in, but I hope that we can at least be like Moses, and see others enter into the promised land.

America is one nation under God where the highest authority is given to the people. Thus, laws are not made to control the will of the majority of the people. Laws are made so that the will of the majority of the people can best be expressed.

The General Plan of the City of San Luis Obispo is not a higher authority than the people of San Luis Obispo. It was created to fascilitate the expression of the will of the people. The people are not the servant of the law. The law is the servant of the people. The freedom and liberty that we have in America means to me that if there are laws that cease to serve the will of the people, then they must be removed.

I believe that the Land Use Element of the General Plan is a document that describes where in the City certain kinds of growth can be expected to take place. It also sets limits on growth. It does not specify that in-fill is a necessity. On the contrary, it indicates that the preservation of open space is an important priority.

TO INTERPRET THE GENERAL PLAN AS A DOCUMENT WHICH REQUIRES COMMERCIAL GROWTH, ABOVE AND BEYOND THE WILL OF THE PEOPLE, WOULD BE TO MAKE IT INTO AN ILLEGAL DOCUMENT.

Many brave men have fought and died for FREEDOM and LIBERTY. They did not fight and die so that laws could be made that are contrary to the will of the people. Nor did they fight and die to allow government activities that do not follow the will of the majority of the people.

If I am elected, I will support those organizations and activities that will increase the participation of informed voters in the decision making process. I will base my decisions, with the help of God, on what I perceive as the will of the majority of the people.

I believe that it is the will of the majority of the people of San Luis Obispo that there be less commercial growth. I believe that it is the will of the people that the government make a strong effort to reduce traffic congestion and parking problems and disruption of the City that plans such as the Copeland Project would create.

If the members of the County Board of Supervisors are knowingly forcing upon the people of San Luis Obispo development projects that are contrary to the will of the majority of the voters of the City, I believe that the legality of their actions should be challenged.

My Political Philosophy is based upon the fact that I believe that we are not only living in a "special generation", but that we are also living in a "special place", a Royal City on a Royal Road (the El Camino Real).

This belief effects my Political Philosophy in two ways:

(1.) I believe that all building and activities in Royal Cities such as San Luis Obispo should be to the highest standards of Cleanliness, Appearance, Reliability, and Safety.

(2.) I believe that the time has come for the people to have an ever increasing influence in government decision making.

If I am elected to the City Council, I will, therefore, seek to increase the amount of information that is available to the voters on the major issues such as growth, the economy, water, the environment, quality neighborhoods, etc. I do not expect that the change will take place rapidly, but it will mean that I will be influenced strongly by what I perceive as the will of the people.

I will seek to put more power into the hands of the City Staff and the Advisory Bodies. I believe that important functions of the City Staff and the Advisory Bodies should be:

(1.) To help inform the voters on the issues, and

(2.) To help provide a place where the wishes and concerns of the voters can better be made known.

I believe that the failure of the voters to become more involved in decision making is not the result of apathy or of an inability of the voters to become informed and make sound decisions.

I believe that the technology is now rapidly developing that will one day enable the government to utilize the tremendous resource which is the ability of informed voters to be of significant help in the decision making process. If I am elected, I will, therefore, look to the people, the City Staff, and the Advisory Bodies for guidance in my decisions in regard to the future direction of the City.

Unless I can be shown otherwise, I will generally make my decisions based upon my belief that the majority of the residents of San Luis Obispo like the City as it now is, and do not want to see a big increase in commercial growth.
